As parties are announcing freebies ahead of state and the Lok Sabha elections, World Bank India Director Auguste Tano Kouame says social welfare schemes are not bad economic decisions as long as states maintain their fiscal deficit caps. He adds that supporting social services can be good to create opportunities for the weaker sections.
