Are China's forces better equipped than India's?

Yesterday, China, under its new President Xi Xinping announced a 10.7 per cent hike in its defence budget - a budget already significantly higher than what India spends. The Chinese hike is part of a process where Beijing is making massive strides in stepping up the capabilities of its armed forces which till a few years back were equipped with largely outdated weapon systems.
