'Apathy' As Bihar And Uttar Pradesh Drown?

The authorities have been accused of apathy as rain and flood devastate Uttar Pradesh and Bihar. With over 100 dead in UP in four days and over 20 dead in Bihar, people are asking what the government has done to mitigate such natural disasters. Even Bihar's capital Patna has been affected. Shops, homes and hospitals are struggling as disaster response teams try to cope with the situation. As India faces more and more extreme weather events this monsoon, the impact of climate change is getting more and more visible. Is there apathy on the part of the policymakers in not doing enough to mitigate climate change?
