Now that David Headley has admitted to all the charges on 26/11, it confirms that the terror attacks were plotted and carried out by handlers in Pakistan. In its dossiers, India has named several terrorists including Hafiz Saeed, Muzammil Bhat and Ilyas Kashmiri.
