In a major step to tackle vehicular pollution, Delhi has made the 'No PUC, No Fuel' rule permanent, tightening enforcement against vehicles operating without a valid Pollution Under Control (PUC) certificate. The move is aimed at improving air quality in the national capital, where vehicle emissions remain one of the biggest contributors to pollution levels, especially during winter months. Under the rule, vehicles that do not have a valid PUC certificate will not be allowed to refuel at petrol pumps across Delhi. The measure, which was earlier implemented in phases and pilot form, has now been institutionalised as a long-term enforcement tool.
What Is the 'No PUC, No Fuel' Rule?
The rule links fuel dispensing directly to emission compliance. When a vehicle arrives at a fuel station, its PUC status is checked digitally. If the certificate is expired or missing, fuel station operators are instructed to deny fuel until the vehicle owner updates the PUC.
The enforcement is largely technology-driven, relying on centralised databases and digital verification, reducing the scope for manual checks or on-ground discretion.
