Two days after the terror attack in Mumbai ended, there is confusion over how many terrorists came to the city as the initial estimate was much higher. On November 27, 2008 Maharashtra Chief Minister Vilasrao Deshmukh said that there were over 20 terrorists. But once the operation ended, the numbers changed.
