Hari Chand, a resident of Karawal Nagar in East Delhi, committed suicide by hanging himself on Saturday morning. According to his family, the 53-year-old flourmill owner had been depressed for the past four months - ever since he got an electricity bill for nearly Rs 12 lakh.
