Uttarakhand floods: Was there a warning and was it ignored?

With over 150 dead and thousands stranded due to Uttarakhand floods, the question many are now asking is if it rained 450 per cent above average last weekend, why was there no warning from the Met department and government authorities. And if there was a warning why was it not heeded? Despite acquiring a high-tech Rs. 15-crore Doppler Radar System, meant to predict thunderstorms, the Meteorological Department issued a general warning for the public one day.
