Speaking at the NDTV Tamil Nadu Summit, Tamil Nadu IT Minister Dr. Palanivel Thiaga Rajan highlighted that the state had made elementary education compulsory for both boys and girls back in 1921 and told how this step had ensured that the state had quality human capital which contributed to the state's growth and the emergence of the 'Dravidian Model'.
