A report by the government's think tank NITI Aayog said that 600 million people in India face high to extreme water stress. At least 21 cities in the next two years are likely to run out of groundwater, and some two lakh people die every year due to inadequate access to safe water. Who is to blame for this water crisis? Can India turn the clock back on the water crisis?
