Prime Minister Manmohan Singh is still hopeful that the nuclear deal will go through. There have been several rounds of discussions with the Left, that's opposed to the deal, but no breakthrough has been achieved yet. India says negotiations with the International Atomic Energy Agency secretariat are over after which it goes to the Board of Governors.
