100 per cent cut-off irrational: Kapil Sibal
After Delhi University’s Shri Ram College of Commerce announced a first cut-off at 100 per cent, Union HRD Minister Kapil Sibal has called it irrational and said he will appeal to the Vice Chancellor to take note.
