Typhoon Dolphin did not make landfall in the Philippines but intensified seasonal monsoon rains and flooding in parts of southern Luzon including densely populated metropolitan Manila. Philippine Coast Guard personnel waded through flooded roads in Cavite as heavy monsoon rains inundated residential areas. Video footage showed floodwaters surrounding homes with rescuers using a rubber boat to evacuate residents to safety. More than 12,000 people were displaced by floods and torrential rains, while several cities and towns in the north suspended classes on Friday and Saturday, according to disaster-response officials.
