Paraguay Lawmakers Approve Defense Agreement That Allows Increased US Military Presence

Paraguay’s Chamber of Deputies has approved a defense agreement that allows the temporary presence of U.S. military and civilian personnel in the country. The Status of Forces Agreement (SOFA) establishes a legal framework for U.S. forces to conduct training, joint exercises and humanitarian assistance operations in Paraguay. The deal, which passed with a large majority in Paraguay’s lower house, now awaits the signature of President Santiago Peña to take effect. While officials say the agreement will strengthen cooperation against organized crime and terrorism, some lawmakers and civil society groups have raised concerns about sovereignty and provisions granting U.S. personnel immunity from prosecution.
