Mumbai once again saw massive water-logging in several low-lying areas after extremely heavy rainfall. The questions citizens have is whether all the money spent on flood mitigation measures are going down the drain. We took that question to Municipal Commissioner of Mumbai IS Chahal, who explained what happened over the weekend.
