The biggest talking point of the union budget 2018 is the proposed mega health insurance scheme known as Modicare. Described as the biggest public healthcare plan in the world, it promises Rs 5 lakh insurance cover for 10 crore households. In principle, an idea widely - and correctly - praised across the board but the details are sketchy: how much will it cost, when will it roll out, and given - the experience of the existing plan - can the government pull it off?
