"I would say that many bills have not been passed or have been sat on, and not sent to Delhi in required time. This is unconstitutional," Dr Palanivel Thiagarajan, Tamil Nadu Finance Minister, said when asked about the tussle between the Tamil Nadu government and the Governor.
