He said public dissatisfaction with governance and development issues could shape the outcome, while asserting that Congress' secular appeal cuts across communities. On leadership, Joseph said the Chief Minister will be decided by the party high command after the results, even as the UDF looks to make inroads into traditional Left bastions in northern Kerala.
