"The National Capital police has the jurisdiction because Rahul Gandhi is a member of parliament and he's based in Delhi. Even J&K police could have raised this query to Rahul Gandhi. Rahul Gandhi is not being made an accused. He's just being asked if he can give any information about the victims so that they can proceed further," says AK Jain, former DGP, UP.
