Fear, Panic, Distress Over Targeted Killings: Has Centre Fumbled In The Kashmir Response?

On the 5th of August 2019, a strong argument was made by the Centre that this is the beginning of a 'Naya Kashmir'. However, now, with a spate of targeted killings in the valley, Kashmiri pandits are up in arms -- they want to leave Kashmir, they're disillusioned. Non-Kashmiri Hindus and local Muslims are being targeted and killed, and now, questions are being raised on the very Kashmir policy which the Centre was so excited about. Has the Centre fumbled in its Kashmir policy?
