Religious places across India are clean from the inside, but quite filthy from the outside, says Actor Gul Panag. Perhaps, that's because there's a severe shortage of dustbins and public toilets, she argues. Another reason why people litter without any second thoughts or defecate in the open is because there is no fear of the law, she adds.
