Medical fraternity is divided over government's move to not issue 'no obligation to return' certificate to Indian medical students and doctors. While Medanta founder and chairman Dr Naresh Tehran feels it's a welcome move in the wake of acute shortage of doctors in health sector others feel that it's unfair to put such restrictions only on doctors.
