Congress MP Gaurav Gogoi on Monday questioned the effectiveness of the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026, alleging that no legal amendment would succeed unless the government acted against those responsible for corruption in the examination system.

He also accused the Centre of failing to clarify the alleged police action against students during the July 20 protests.

Speaking to reporters ahead of the introduction of the Bill in the Lok Sabha, Gogoi said, "Until the government wants to shield and protect those involved in this corruption, to what extent will this amendment actually be effective? Just recently, a court acquitted an individual because the investigation had not been conducted properly; that speaks volumes."

Questioning the Centre's commitment to education reforms, the Congress leader alleged that the government was pursuing an ideological agenda instead of addressing systemic issues.

"I do not believe the PM is serious about reforming the education system, because the RSS aims to take over India's entire educational framework--installing their own people as Vice-Chancellors and Principals and placing them within the education department. Consequently, the government has yet to take any concrete steps demonstrating a genuine desire for reform in the education sector; furthermore, there has been no clarification from the government regarding the assault on students that took place on July 20th," Gogoi said.

With the Monsoon Session of Parliament entering its second week on Monday, the Opposition moved adjournment motions in the Lok Sabha and suspension of business notices in the Rajya Sabha, demanding an urgent discussion on the alleged police action against students during the July 20 'Sansad Chalo' protest over the NEET-UG 2026 paper leak issue.

The matter is expected to emerge as one of the key flashpoints in both Houses alongside the government's legislative agenda.

In the Lok Sabha, Congress MP Manickam Tagore submitted an Adjournment Motion Notice seeking a discussion on what he described as the government's "failure to prevent and its responsibility for the use of excessive and lethal force, including alleged pellet guns and shock batons," against students who were peacefully protesting at Jantar Mantar and marching towards Parliament on July 20.

According to the notice, thousands of students had participated in the protest demanding accountability over the NEET-UG paper leak. It alleged that Delhi Police and Rapid Action Force personnel resorted to lathi-charge, tear gas, pellet guns and shock batons, resulting in grievous injuries to several protesters, including 19-year-old Sahil Lochab, who allegedly sustained severe pellet injuries to his eye, and Shaikh Irshad Mansoori, who reportedly underwent surgery after pellets were found lodged in his face and upper body. The notice also alleged assault on women protesters and questioned the deployment of plainclothes personnel during the crackdown.

The Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026 will be introduced in the Lok Sabha today by Union Minister Jitendra Singh.

The ruling NDA is expected to field a number of young lawmakers to participate in the debate on the Bill. According to sources, most of the speakers on behalf of the government are likely to be younger MPs. The discussion on the legislation is expected to last between eight and ten hours.

Among the BJP MPs expected to speak are Bansuri Swaraj and Tejasvi Surya. Other NDA leaders whose names have been shortlisted for the debate include Sayoni Ghosh and Mitali Bag from the NCP(I)/TMC rebel camp, Lavu Sri Krishna Devarayalu of the TDP, Lallan Singh of the JD(U), Dr Shrikant Shinde of the Shiv Sena, Sunil Tatkare of the NCP, Anupriya Patel of Apna Dal, and Arun Bharti of the Lok Janshakti Party (Ram Vilas).

Several ministers are scheduled to make statements on the implementation of recommendations made by various parliamentary standing committees.

Gajendra Singh Shekhawat will make a statement on action taken on recommendations contained in the 376th Report of the Standing Committee on Transport, Tourism and Culture regarding Demands for Grants (2025-26) relating to the Ministry of Tourism.

Jayant Chaudhary will present a statement on the status of implementation of recommendations contained in the 17th Report of the Standing Committee on Labour, Textiles and Skill Development concerning Demands for Grants (2026-27) for the Ministry of Skill Development and Entrepreneurship.

Pankaj Chaudhary will make a statement on the implementation status of recommendations contained in the 33rd Report of the Standing Committee on Finance relating to Demands for Grants (2026-27) for the Ministry of Finance.

Suresh Gopi will make a series of statements on the status of implementation of recommendations contained in reports of the Standing Committee on Petroleum and Natural Gas.
