VinFast signed a Memorandum of Understanding (MOU) with the Government of Tamil Nadu to expand its facility in Thoothukudi, Tamil Nadu. The agreement allocates 200 hectares of land in the SIPCOT Industrial Park adjacent to the existing site.
VinFast will invest USD 500 million as the second phase of its USD 2 billion commitment in Thoothukudi. The funds will develop workshops and production lines for electric buses and e-scooters, including manufacturing, assembly, and testing. The state government will provide permits, infrastructure such as electricity, water, roads, drainage, and waste management, plus applicable incentives and exemptions.

The existing facility covers 160 hectares with production lines for electric vehicles. It has an initial capacity of 50,000 units per year and is expanding to 150,000 units. The expansion will add electric bus and e-scooter production to the current electric car output.
Pham Sanh Chau, VinFast Asia CEO, said the expansion will broaden the product lineup to include electric buses and e-scooters. He noted it will create jobs, increase localization, and develop local workforce skills. Dr. T.R.B. Rajaa, Tamil Nadu Minister of Industries, stated that the project supports green transportation and provides jobs and economic benefits.
Pham Sanh Chau, Vingroup Asia CEO and VinFast Asia CEO, stated: "The proposed expansion of the Tamil Nadu plant will enable us to broaden our product lineup in India, from electric cars to electric buses and e-scooters, allowing us to meet a wider range of customer needs."

VinFast's distribution network includes 24 dealers in major cities, targeting 35 by year-end. The company operates an EV ecosystem covering manufacturing, distribution, charging, aftersales, and battery recycling. VinFast, a Vingroup subsidiary listed on NASDAQ as VFS, produces electric SUVs, e-scooters, and e-buses.

The expansion aligns with India's green mobility goals. VinFast continues to grow its network in North America, Europe, the Middle East, and Asia.
