Prime Minister Manmohan Singh on Saturday said that terror is the biggest threat in South Asia as the 15th SAARC summit began in Colombo. This comes as a prelude to his talks with Pakistan Prime Minister Yousuf Raza Gilani on the sidelines of the summit. This will be the first meeting between the two Prime Ministers after a democratically-elected government took over in Islamabad.
