Red tape delays jammers for Mumbai jail

It has taken five years for Mumbai's largest prison, the Arthur Road Jail, to get cellphone jammers. As an activist found out, the proposal was stuck in red tape, and would have probably taken longer to clear if he had not questioned the delay. The Arthur Road Jail is home to nearly 3,000 prisoners, including members of all major gangs in the city.
