India will soon have a new foreign minister and the name could be announced by the government as early as next week. Speaking on board Air India One, on his way to Brazil, Prime Minister Manmohan Singh told NDTV and other journalists travelling with him that he hoped to make the announcement of the new foreign minister right after his return from Cuba on September 18.
