The Comptroller and Auditor General's report has criticised the state government on the poor implementation of farmers package and delays in compensating families. Though Mahasrashtra ranks second highest in investments, it is one of the lowest when it comes to spending on human resource development. The RBI report also ranks Maharashtra at the bottom in social budgeting, lower than even Bihar.
