India and Pakistan may have agreed to the composition of the joint anti-terror mechanism, but there continues to be confusion over exactly how it will work on the ground. The question that remains unanswered is whether Islamabad is ready to address complaints of militant violence in the Kashmir valley as part of this mechanism.
