A Comptroller and Auditor General of India (CAG) draft report has charged the previous NDA government of unduly favouring a private shipyard at the cost of the government's own shipyards. Rishi Agarwal's ABG shipyard based in Surat has found mention in the draft report, of which NDTV has a copy. Under George Fernandes the defence ministry gave a contract worth over Rs 420 crore to ABG shipyard.
