What would usually be snow-capped mountains at this time of the year lie barren and deserted. It's an unusual winter in the hills. It's January and Jammu and Kashmir, Himachal and Uttarakhand are yet to get any snowfall and rain. Four districts of Himachal and eight of Uttarakhand are facing drought-like situations -- and the most affected of all are the rabi farmers. Uttarakhand's Udham Singh Nagar district has recorded the highest rain deficiency and farmers like Govind Singh who rely on crops like wheat, potato and peas are the worst hit.
