The controversy over whether to amend the format for the Civil Services preliminary examination is refusing to settle. Today, once again, ruckus was prompted by news that the Arvind Verma panel has determined that no changes should be made to the exam format, nor should they be postponed or cancelled. As civil servant aspirants demand the removal of what they see as an unfair bias towards English medium students, and those with science and engineering backgrounds, we ask whether the question is one of aptitude of the aspirants or ineptitude on the part of UPSC in framing the exam and the government in handling the crisis.
