The inquiry into the Muzaffarnagar riots that left over 60 people dead and displaced over 40 thousand in 2013 is complete. Retired justice Vishnu Sahay handed over a 775 page report to UP governor Ram Naik - a report that indicts the ruling Samajwadi Party, the BJP and several district officials for their role in either provoking, participating or not acting quickly enough during the violence.
