Odisha hostage crisis: Swap deal the only option?

The Odisha government will release 27 prisoners in exchange for two hostages. Prisoners for hostages - it's a tough choice for any government; the emotional appeal of a hostage MLA and an Italian tourist against the issue of prisoners, who were captured by policemen by risking their lives. What is the precedent it sets? Just a year back, Odisha had also released Maoist prisoners for a young collector and a junior engineer.
