While at least four states in India are flooded, there is a vital difference between what's happened in Bihar this year and the annual flooding reported from elsewhere. Due to the change in Kosi's course, an estimated 35 lakh people in Bihar are now homeless, living in unending plastic shanties. This is perhaps the largest displacement of people in India since the partition in 1947.
