US President Joe Biden says he believes Russia’s Vladimir Putin is a "rational actor" who badly misjudged his prospects of occupying Ukraine, but won’t resort to using a tactical nuclear weapon. This, as Ukraine President Volodymyr Zelensky claims 28 missiles were launched against Ukraine, 20 of which were shot down, in a "second wave" of attacks. Zelensky calls the Russian strikes "a typical terrorist tactic".  NDTV's Parmeshwar Bawa reports.
