A railway inquiry report has blamed rain and rumour for causing the stampede that resulted in the death of 23 people on a foot over bridge at the Elphinstone suburban train station in Mumbai on September 29. The recommendations of the report, and frankly its contents, are a joke, an insult to the memory of people who lost their lives in the horrific situation that emerged.
