Stephen Roach, non-executive chairman of Morgan Stanley Asia, feels the IMF's new chief Christine Lagarde is correct in pointing out that Europe's weakest banks need urgent recapitalization in order to curb contagion in the euro crisis. He said the asset quality issues in European banks will have consequences for the region's economy.
