The Centre had claimed Jammu and Kashmir has become safer for Hindus and Kashmiri Pandits, especially after the abrogation of Article 370. But after the spate of targeted killings, including the most recent attack in Rajouri district, the government has revived Village Defence Guards which were last seen during the peak of the militancy.
