No Action, No Talks: Pathankot Test For PM Modi's Pakistan Policy?

In the wake of the Pathankot terror strike, there was some tough talking from Delhi today, as speculation grew over whether the Indian and Pakistani foreign secretaries will meet on January 15, as originally scheduled. The MEA says actionable intelligence has been provided to Pakistan and while Pakistan has declared intent to act, it needs to walk the talk promptly and decisively. How will India reconcile its commitment to stick to a dialogue process with the position that there cannot be any talks as long as there is terror? Will Pathankot be the test of that position?
