India's capital not specially-abled friendly?

For people with reduced mobility, New Delhi is a city where they can look forward to some access at government office and public spaces. The Delhi government, in collaboration with organisation working with people with reduced mobility, has tried to create disabled friendly infrastructure across the city. But on the ground, are these measures really working, or is India's capital more a case of good intentions on paper not being implemented on the ground?
