Utsav Bhasin, the 19-year-old Delhi boy who allegedly mowed down two persons while driving his BMW car, is now going to be charged with culpable homicide. He was earlier charged with causing death due to rash and negligent driving. But with the comatose Anuj Singh, a BPO employee, succumbing to cervical injuries a day after the incident on September 11 near Moolchand flyover in south Delhi, fresh charge has been brought against him.
