The culling operation to control bird flu in Assam is not going according to plan. And the government blames the locals for it. "There is tremendous resistance by farmers. I believe if we can finish culling by December 16 then we can overcome this. That's our focus area," said Himanta Biswa Sharma, Health Minister.
