Rain batters the hill states of Himachal Pradesh and Uttarakhand for a second time, with over 50 people dead in the former. Roads have turned into rivers, key highways are blocked and several are feared to be stranded. This comes after the devastating June floods - marking yet another weather-related anomaly - not just in India, but across the world.
