Minority quota: All politics, no substance?

The Supreme Court has refused to stay the order of the Andhra Pradesh High Court quashing the 4.5% sub-quota for minorities in educational institutions and government jobs. It also pulled up the Centre, pointing out that the latter had failed to furnish before it materials based on which the government arrived at the reservation figure. We debate whether the quota move is all about politics.
