Karnataka Minister U.T. Khader has sparked a political controversy after remarks made at a public meeting in Mangaluru about dealing with anti-social elements. Referring to the tenure of a former Mangaluru Police Commissioner, Khader said criminals feared the police because they were allegedly shot in the legs or arms.
