Amid the raging COVID-19 crisis in India, construction for the new parliament building and central vista continues in the national capital. This despite the fact that construction is not permitted during the lockdown in Delhi unless there are facilities for workers to live on-site. NDTV's ground report reveals that workers are in fact being ferried to the construction site. So is building the central vista an 'essential' service in these times?
