More than 10 years have passed since the government formulated its first telecom policy in 1999. However these 10 years have been enough to change India's telecom landscape. Mobile users have junped 350 times from a mere 2 million to almost 700 million and tariffs are down to 30 paise a minute from Rs 16 charged then.
