A day after the collapse of a 14,400 sqft billboard in Mumbai's Ghatkopar killed 14 people, a blame game has started between agencies over who was responsible for giving permission to install the billboard. The structure fell on a fuel station after strong winds brought it down. NDRF and other services rescued 89 people. Bhavesh Bhinde, the owner of the ad agency that installed the billboard, was a repeat offender. He faces 23 cases including one of rape. He had contested the state election as an independent from Mulund in 2009. He is on the run.
