Is there a long-lasting solution to Coal India-NTPC dispute?

The government has only been able to provide a temporary answer to the row between Coal India Ltd and NTPC over what according to the latter is poor quality coal. Where NTPC has said no to paying for 'rocks', CIL has retaliated by cutting fuel supplies to two of NTPC's power units in the East region. Experts, R V Shahi, former secretary of the Ministry of Power; Partha Bhattacharya, executive director of Deepak Fertilisers & Petrochemicals Corporation Ltd and former chairman of CIL, and Sheshan Bala Krishnan, power analyst at Ernst & Young, discuss whether there lies a permanent fix to the dispute between the two of India's largest PSUs.
